Currently active zones
As of April 2026:
- Queens Central (active since January 2025) - Jackson Heights, Elmhurst, Woodside, Rego Park, Forest Hills, Maspeth, Middle Village. ZIPs: 11368 to 11385, 11416 to 11421, 11379, 11101.
- Bronx East (active since November 2025) - South Bronx, Hunts Point, Longwood, Parkchester, Castle Hill.
- Bronx West (active since November 2025) - Tremont, Fordham, Wakefield, Riverdale, Throgs Neck.
- Queens Northeast (active since February 2026) - Flushing, Bayside, Jamaica Estates, Fresh Meadows, Whitestone.
- Brooklyn South (active since February 2026) - Bay Ridge, Bensonhurst, Borough Park, Flatbush, Brighton Beach.
Pending zones
The remaining 15 zones are in various stages of outreach and enrollment. Manhattan zones (Midtown, Lower Manhattan, Upper East Side, Upper West Side, Harlem, etc.), North and Central Brooklyn (Williamsburg, Greenpoint, DUMBO, Park Slope, Crown Heights, Bed-Stuy), Long Island City, Astoria, and all of Staten Island are still pending as of April 2026.
Full rollout is expected by end of 2027. Lower Manhattan enrollment runs April 1 to May 31, 2026, with enforcement beginning shortly after.

What to do if your zone is pending
- Continue using your current BIC-licensed carter.
- Watch for DSNY notices. The agency provides at least 6 months advance notice before your zone activates.
- Review the 3 authorized carters that will serve your zone once announced.
- Do not sign long-term contracts (multi-year) with your current carter that extend past your likely zone start date.
