Business types that require a DCA license
The most common ones:
- Laundromats
- Dry cleaners
- Secondhand dealers (used goods, electronics, clothing)
- Home improvement contractors
- Electronics stores (some categories)
- Pawnshops and ticket resellers
- Parking lots and garages
- Sidewalk cafes
- Motion picture theaters
- Auction houses
- Employment agencies
- Process servers
The DCA license checklist has the complete list. If your business type is not on it, you do not need a DCA license (though other agencies like DOHMH, FDNY, and DOB may still require their own permits).
Before you open
The order of operations matters:
- Check the DCA checklist for your exact business type
- Apply for and receive the license before opening
- Post the license in a visible location in the establishment
- Renew annually (DCA sends reminders but you are legally responsible)
Do not open while waiting for the license. Operating during the application period is treated as unlicensed operation and triggers the full fine range.
What happens if you skip it
| Operating without required DCA license | $500 to $5,000 per violation |
| Price gouging or misleading advertising | $500 to $20,000 |
| Prices not clearly posted where required | $250 to $1,000 |
