Lower Manhattan CWZ sign-up window opens April 1, first full week of enrollment
The customer sign-up period for Commercial Waste Zone Phase 4 (Lower Manhattan) officially opened. This includes the Financial District, Chinatown, SoHo, Tribeca, Battery Park City, and the Lower East Side. Businesses have exactly 61 days, until May 31, 2026, to sign a written service agreement with a zone-authorized hauler or face automatic assignment at the maximum allowable rate.
What this means for you
Three tactical moves this window: (1) identify which of the three authorized carters for your zone has the best pricing, get quotes from all three, not just the one soliciting you; (2) confirm the contract start date is on or after your zone's implementation start, not before; (3) keep the signed physical copy at the business location, not in cloud storage, because inspectors cannot cite what they cannot find, but they cite hard when records are not on-site. Fine for no written contract on file: $2,000 to $5,000. Fine for wrong hauler: $4,000 to $10,000 per violation.

Expanded NYS foam ban and small plastic bottle rules now in first full quarter of enforcement
Two NYS waste reduction expansions that took effect January 1, 2026, are now in their first full quarter of active enforcement: (1) a ban on polystyrene foam coolers, ice chests, and other cold-storage containers sold in New York, and (2) an expansion of the existing small plastic bottle ban in hotel personal care products to apply to hotels, motels, and boarding houses with fewer than 50 rooms.
What this means for you
NYC restaurants and food service already operate under the stricter city foam ban, so the state-level expansion is mostly relevant to (a) retail shops selling coolers and ice chests, and (b) smaller NYC hotels and short-term rentals. Hotel operators need to swap small toiletry bottles for bulk dispensers or larger format (12 ounces or more) containers. Small-hotel operators with a 20 to 40 room footprint should budget roughly $800 to $2,500 one-time for dispenser installation across all rooms, against ongoing savings on per-bottle amenity cost.

Local Law 97 emissions report deadline approaches, May 1 filing with June 30 hard cutoff
The Department of Buildings published the updated Covered Buildings List for 2026 filings in March. Buildings over 25,000 square feet must file an annual greenhouse gas emissions compliance report for calendar year 2025, certified by a Registered Design Professional. DOB will accept filings through June 30, 2026 (extension requests possible through August 29, subject to approval). Deadline extensions issued by service notice in 2025 do not carry forward to filing year 2026.
What this means for you
Most small businesses do not occupy a 25,000 square foot or larger building, but if you lease in one (many office, retail, and restaurant tenants in Midtown, Downtown, and the outer-borough commercial corridors), your landlord is responsible for filing, not you. However, they may pass through costs or request utility data from you. Building owners facing emissions penalties are estimated by DOB to average $268 per ton of CO2e over the threshold, meaning pass-throughs are a live risk for tenants in older, less efficient buildings this spring.
